Step 1: Beat the Team Plasma Grunts
When you go in the Cave, Cheron is confronting Team Plasma. Get the girl's pokemon back. Beat the Grunts.

Step 2: Challange Team Plasma to a Tag Battle
Challange the remaining Grunts to a Tag Battle with Cheron.

Step 3: Get an item and return to Route 3
Before you go after kicking Team Plasma butt. Collect TM46 Theif on your way out.

After getting Surf                                                                                 

Step 4: Explore B1F using Surf
After getting HM03 Surf from Champion Alder at Twist Mountain, teach it to a pokemon. Once you do that, there will be more places besides Wellspring Cave you can explore...
